I would invite your attention to

the passages marked 'A' in the annexed copy of a minute by

the Director of Public Works, dated 17th. June, 1910. It

would seem that Mr. Chatham's views and statements were

not accurately represented by Mr. Waring, who would seem to

have endeavoured to shift the responsibility for delay on

to Mr. Chatham's shoulders.
